Pursuant to the DOE Department Circular (DC) No. DC2017-11-0011 entitled “Promulgating a Revised Rules and Regulations Governing the Business of Retailing Liquid Fuels” that states “No person shall engage or operate the business of Retailing Liquid Fuels without first securing a valid COC from the Oil Industry Management Bureau (OIMB)".
