Attention: ALL PRE-QUALIFIED BIDDERS OF MICROGRID SYSTEM PROVIDER (MGSP) - COMPETITIVE SELECTION PROCESS (CSP)
 
This Bid Bulletin is issued to update all Pre-qualified Bidders on the clarified and amended provisions on the Instructions to Bidders and Terms of Reference in response to the questions submitted in writing and raised during the Pre-Bid Conference held on 01 December 2023 for the CSP FOR MGSP PROVIDERS IN FORTY-NINE (49) DOE-DECLARED UNSERVED AND UNDERSERVED AREAS.
 
The schedule for the submission and opening of bids shall proceed as follows:

To: ALL PRE-QUALIFIED BIDDERS OF MICROGRID SYSTEM PROVIDER (MGSP) - COMPETITIVE SELECTION PROCESS (CSP)

Subject: FINAL LIST OF PRE-QUALIFIED BIDDERS

Pursuant to the Invitation to Bid relative to the conduct of the MGSP CSP,  the DOE through the MGSP Special Bids and Awards Committee (SBAC) on 17 November 2023, conducted the pre-qualification of MGSP Proponents who submitted their Expression of Interests (EOIs) to participate  in the CSP for the electrification of the DOE ninety-eight (98) declared unserved and underserved areas of the country, which was clustered into forty-nine (49) lots.

After the careful evaluation and deliberation of the SBAC, the DOE announces a total of nine (9) MGSP Proponents follows, were considered as PRE-QUALIFIED to bid for the MGSP CSP for being able to submit complete eligibility requirement, namely:

  2. Smart Power Solutions Corporations
  3. Alternative Power Resource Holdings Inc.
  4. MSpectrum, Inc.
  5. Maharlika Clean Power Holdings Corporation
  6. Powersource OEG Services, Inc.
  7. One Renewable Energy Enterprise, Inc.
  8. FP Island Energy Corporation
  9. Vivant Energy Corporation

The Pre-bid conference (Hybrid Set-up) for the Pre-Qualified Bidders is scheduled for 29 November 2023 at 9:00 AM at DOE – AVR, DOE Main Office. The Pre-qualified Bidders are required to submit the following information through the MGSP email address mgsp@doe.gov.ph not later than 28 November 2023:

Invitation To Bid and Terms of Reference Relative to the Conduct of Microgrid System Provider Competitive Selection Process for Barangay Panlaitan, Busuanga and Barangay Bulalacao, Coron in the Province of Palawan

Pursuant to Section 15 Nomination of Areas by MGSP Proponents of the Microgrid Systems Act Implementing Rules and Regulations (MGSA-IRR), a Consortium of Maharlika Clean Power Holding Inc. ("MCPHC"), CleanGrid Partners Pte Ltd ("CGP") and WEnergy Global Pte Ltd ("WEG") — hereinafter called the "Maharlika Consortium" - have jointly submitted an "Unsolicited Proposal" ("USP") to the DOE to serve as a Microgrid Service Provider ("MGSP") and undertake the design, construction, finance, operation and maintenance with billing and collection of a hybrid Solar PV/Diesel Generator Power Plant with a battery storage system and a smart transmission and distribution network to provide electric services to the underserved areas in Barangay Panlaitan in the Municipality of Busuanga and Barangay Bulalacao in the Municipality of Coron in the Province of Palawan. 

In accordance with Section 15.6 of the Implementing Rules and Regulations, the MGSP SBAC hereby declares the Swiss Challenge for USP. Interested parties including private entities, local government units, cooperatives, and non-government organizations are invited to submit a comparative proposal against to Original Proposal by Maharlika Consortium to MGSP SBAC, within forty-two (42) calendar days from its publication and posting at the DOE Website. Submission shall be accepted until 18 December 2023, nine (9) o'clock in the morning. Comparative Proposal submitted after the deadline shall no longer be accepted.

Pursuant to Republic Act 11646otherwise known as, “An Act Promoting The Use Of Microgrid Systems To Accelerate The Total Electrification Of Unserved And Underserved Areas Nationwide” and the Department of Energy (DOE) Circular Number DC2022-05-0017 entitled “Rules and Regulations to Implement Republic Act 11646”, the DOE hereby invites interested and qualified parties to participate in the conduct of Competitive Selection Process (CSP) for the Microgrid Systems Provider (MGSP) in the areas identified in Annex A of this Invitation to Bid (ITB).
